- 1) Primarily the sovereign, with the bishops of the country, especially the primas;
- 2) but, the Pope and all the bishops of the world would have the authority to override the negligence of the above.
Why did Our Lady not ask for a consecration of all the world?
All the world is not in equal urgence. New Zealand is probably better off for Pius XII consecrating all the world in 1942, but would have been OK anyway.
Some big or otherwise impoortant countries have on top of that their own consecrations, like France by Lewis XIII and Lewis XVI, like England becoming Our Lady's Dowry in 1381, on authority of Richard II (the democratic king who was prevented from directly helping peasants by the Parliament), like Spain, Alfonso XIII (I don't think Carlists have disputed the consecration). The Holy Land was consecrated when God walked on it. There was therefore no need for a consecration of the whole world.
Why did Our Lady not ask for a consecration of Ukraine?
Ukraine as heir of Kievan Rus' was already consecrated in the Middle Ages, by its own sovereign. The request in Fatima implies that Ukraine rather than Russia is heir to that consecration.
Why did Our Lady ask for a consecration of Russia, then?
If you look at what happened from the unrevenged murder of Rasputin to the equally unrevenged murder of the Czar and his wife and children, it seems Satan was laying claims to Russia.
Our Lady very probably wanted the consecration to act as an exorcism, give Her the authority to exorcise Russia. Remember, she had crushed Satan's head even before the angel spoke, since "blessed among women" is an echo of the words on Jael and Judith, defeateresses of Sisera and Holophernes.
Why Our Lady and not Our Lord?
And the dragon was angry against the woman: and went to make war with the rest of her seed, who keep the commandments of God, and have the testimony of Jesus Christ
[Apocalypse (Revelation) 12:17]
Because Our Lady has a special role, determined by Her Son, by God, in the end times persecution.
