Is Kenya about to lock up evangelical pastors?

I mean, Germany recently locked up a Sedevacantist Catholic Priest for not being under the Bishops he was considering as non-Catholic (and is arguably still considering as non-Catholic). And calling himself a Catholic priest.
He was being required to call himself an Old Catholic priest, which is inaccurate, partly because his ordination does not come from just any Old Catholic lineage, but from one that Sedevacantists consider as still valid, and partly because he was not in communion with the Old Catholic Church but with Roman Catholic Sedevacantists. It would be inaccurate to classify someone's confession according to where he got his ordination or in the case of bishop consecration, just on the basis that he received holy orders elsewhere than where he's currently. If an Orthodox bishop becomes Catholic, he becomes a Uniate, he is not considered as still Orthodox just because that's how he had accessed orders.
So, is this going to happen in Kenya too?
Would clergy adherring to Pope Michael II be jailed?
Would the SSPX priest who visited Malmö and Lund in 1993, when there was no SSPX presence in Sweden, have been jailed? As it is, they are already* established, but what of they hadn't been? If there are no Palmarians in Kenya, would Palmarians be on the list if there were a Palmarian priest in Kenya suddenly?
