The text in the Torah is correct. It never involved God giving a general authorisation to kill babies, whereever, whenever, for a humanly assessable reason. It involved God killing babies by executioners, as He had killed babies with Flood water, at His own discretion.

However, pretending there is a standing principle rather than an exceptional order, here, is like justifying suicide bombers, because God authorised and even ordered Samson to be "a kamikaze" against the Philistines.
